The London “T-Charge” – What is it, and how will it affect HGVs?

The recently introduced “T-Charge” – AKA the “Toxicity Charge” – has just come into effect in the centre of London. As of October 23rd 2017, this new congestion charge will charge drivers in order to attempt to improve the quality of air in Central London.

Naturally, it has been met with a mixed reaction from fleet managers and HGV drivers alike – but with no plans to reverse the decision, it’s now up to them to take care of the new charge. That is, of course, if it applies to their vehicles – though it will undoubtedly push people to invest in newer, cleaner vehicles, as it effectively doubles the cost of working in Central London.

The T-Charge will operate in combination with the Congestion Charge, and at the same times: Monday to Friday, 7:00am to 6:00pm. This means the £10 flat-rate T-Charge will lead to a daily cost of £21.50 to drive in the zone.

Vehicles affected include:

  • Diesel and petrol vehicles registered before 2006 (though can apply to later models); and
  • Vehicles that do not meet Euro 5 standards.

The decision may be unpopular with workers, but it has been given the thumbs-up from those living in the city. Over 15,000 Londoners responded to the Clean Air consultation last year, where “strong support” was given to London mayor Sadiq Khan’s plan. He has also extended to doubling the funding spent on fighting air pollution, while there are further discussions on bringing forward the Ultra Low Emission Zone (ULEZ) from 2020 to 2019.

Explaining his decision to go ahead with the T-Charge, Mr Khan said: “It’s staggering that we live in a city where the air is so toxic that many of our children are growing up with lung problems. Londoners overwhelmingly supported my plans to introduce this £10 charge. I will continue to do everything in my power to help protect the health of Londoners and clean our filthy air.”

Transport for London has created a handy free online vehicle checker, which will be able to tell you if you will be affected by the T-Charge.
